Tom
Liebe, Vice President of Government Affairs
Tom Liebe is The Wisconsin Credit Union League's Vice
President of Government Affairs and is part of The League's management
team with more than 20 years of experience in government affairs, public
relations and business management. He has extensive government and
lobbying experience, having worked for seven years as a contract
lobbyist with Wisconsin's largest firm, Broydrick & Associates
representing Fortune 100 companies, utilities and trade associations.
Prior to that, Tom served as an executive in the Secretary's Office in
the Wisconsin Department of Agriculture, Trade and Consumer Protection.
Previously, he was a legislative staffer serving as a Committee Clerk,
Legislative Research Assistant and Legislative Assistant for several
influential legislators at the State Capitol.
He serves as the association's lobbying principal and oversees all
government relations operations. Operations include training and
delivery of programs related to grassrotts development, citizen
advocacy, political fundraising, professional lobbying, public
relations, and media communications. Tom travels regularly and is a
frequent speaker providing sessions on organizing and delivering
advocacy programs. A comprehensive government and public relations
campaign, along with various other programs designed by Tom, are now the
basis for advocacy programs in other states and countries.
He has worked extensively with regulators, lawmakers and financial
services professionals in Madison, Washington, D.C. and around the
world. He's been a presenter, a moderator and provided training for
thousands of financial industry stakeholders in the U.S. and the
Moldovan Republic, Dominican Republic, China and Canada, among
others.
Tom is passionately dedicated to finding a cure for diabetes and is a
Director and Past President of the Board of Directors for the Juvenile
Diabetes Research Foundation's Western Wisconsin Chapter. Tom served as
a licensed EMT - Intermediate I.V. and certified Emergency Vehicle
Operator for the Waunakee Area EMS, as part of emergency response teams
offering critical medical assistance and life support to the sick and
injured. Additionally, Tom also serves on Waunakee's Plan
Commission, Waunakee and Westport Joint Plan Commission, Chairs the
Capitol Area Regional Planning Commission's North Mendota Future Urban
Development Steering Committee and is a former Public Works
Committee member. In addition to enjoying the outdoors with his family,
Tom is a member of the National Youth Sports Coaches Association and a
certified football and lacrosse coach.
Tom is a graduate of The University of Wisconsin - Madison and a native
of Stevens Point. Currently, he lives in Waunakee - just outside Madison
- with his wife Shari and three sons Evan, Jacob and Aaron.

Sarah
Wainscott, Government Affairs Specialist
As Government Affairs Specialist, Wainscott is responsible for
building political grassroots efforts with the League’s member
credit unions and Activists. She is also in charge of raising money for
the League’s state and national Political Action Committee funds
and conduit accounts, which support credit union-friendly
legislators.
Sarah has a bachelor’s degree in political science and
communications and a master’s degree in public affairs. She has
worked in Washington, D.C. as a Congressional Aide, for an advocacy
association and has other government experience having worked in the
State Capitol.
