The League’s Compliance Leadership Team of Paul Guttormsson, Kim Hoppe, and John Engel will provide compliance updates, moderate an interactive compliance discussion, and allow time for roundtable Q&A. More details on their topics below:

Financial Abuse | Paul Guttormsson,  Senior Vice President & General Counsel | The League
We’ll look at the rules surrounding the financial abuse of credit union members. We’ll touch on red flags that can indicate financial abuse, and best practices for reporting it properly. The material will include abuse of the elderly, at-risk adults, and victims of human trafficking.

What Would You Do? | Kim Hoppe, Compliance Resource Analyst | The League
Inspired by the ABC News show and our 2022 Convention Keynote, John Quiñones, in What Would You Do? you will have the opportunity to share how you would tackle various scenarios. We will present the credit union situations and you will work in groups interactively discussing the solutions. All attendees will have an opportunity to participate in the conversations. 
 
Exploring Adverse Action Notices | John Engel, Director of Legal Affairs | The League

Why are adverse action notices so troublesome? The notices are governed by two very different laws - FCRA and Reg. B - that overlap to some extent but have important differences. 

  • Do they apply to consumer applicants only or to business applicants too? It depends! 
  • Do they apply to loans only or to deposit accounts and employment applications? It depends! 
  • Must you give a notice for a loan approval? It depends! 
  • Is your vendor’s adverse action notice in compliance? It depends! 
  • We’ll explore the answers to these and other issues.

Are ARMS the Solution for Rising Rates?

In the credit union industry portfolio managers often incorporate adjustable rate mortgage securities (ARMS) into their portfolio to keep up with a rising rate environment. What happens if ARMS do not perform as anticipated? Instead of finding out post purchase we will demonstrate how portfolio managers can develop an understanding of these products and determine the appropriateness of these products in their specific credit union portfolio.

Speakers

John Engel

John Engel, Director of Legal Affairs | The League

John has been serving Wisconsin credit unions for the past 35 years, and was the first attorney on League staff. He joined The League straight from Marquette University Law School in 1986. He also holds a bachelor and a master of Library & Information Science degree from UW-Milwaukee.

Besides answering credit union compliance calls and emails, John drafts and updates the 71 WCUL loan and account forms. He also screens every bill introduced into the Wisconsin Legislature for its impact on credit unions, providing deeper analysis as needed.

John has also put his research skills to work for 45 years working on his family history. In the days before internet access, he would hitchhike and hop freight trains around the Midwest to get to courthouses, archives, and meet distant relatives. One interesting find was that John's grandfather was elected to a credit union board of directors in 1936. When he died, CUNA Mutual life savings insurance boosted his account payout and loan protection insurance paid off his auto loan!

Paul GuttormssonPaul Guttormsson, Senior Vice President & General Counsel | The League

Paul drafts regulatory comment letters on behalf of credit unions, helping to shape regulations that affect credit union operations, income, and member service. He also supervises The W.C.U.L. Services Corp.’s Compliance Specialist Program, which deploys shared employees among Wisconsin credit unions to provide hands-on support for their compliance efforts. 

Paul also supports The Legal Affairs team with telephone and email assistance to credit unions as well as research and analysis to develop The League’s ii releases, and is a frequent presenter for League compliance roundtables and webinars. Paul graduated with honors from UW-Eau Claire in 1985 and worked as a newspaper editor for several years before attending the University of Wisconsin Law School, where he graduated with honors in 1994. He practiced with the Milwaukee law firm Godfrey & Kahn before joining The League in 2001.

Kim Hoppe, Compliance Resource Analyst | The League

Kim is a familiar voice to Wisconsin credit unions as part of our Legal Affairs team, offering guidance by phone on compliance issues and practical insights as part of League compliance trainings. Kim also helps credit unions expedite compliance workload as a member of the Compliance Specialist Program, a service offered by the W.C.U.L. Services Corp.

Kevin's initial career at Corporate Central began in January 1996 as Vice President Investments where he managed the loan, deposit, and investment portfolios. Kevin departed in June 2002, where he spent 11+ years working with credit union investment CUSOs and two years with an asset-liability modeling & consulting firm. Working primarily with credit unions throughout his career, Kevin brings a rich history of experience in his 30+ years providing financial services, with a primary emphasis in fixed income security analysis, portfolio management, and balance sheet risk management. 

In August 2016, Corporate Central welcomed Kevin back as the Senior Vice President Investment Services to assist members in understanding the complete risk profile of their balance sheet risk, re-think traditional security analysis, and build portfolios to compliment the optimal performance of the entire balance sheet. Kevin also focuses on the continuing education for members and their supervisory committees and boards. 

In May 2017, Corporate Central launched its balance sheet optimization CUSO, QuantyPhi, and named Kevin as President. QuantyPhi’s ALM experts focus on finding opportunity on both sides of the balance sheet by running what-if scenarios that facilitate successful relative-value balance sheet decisions. 

Kevin holds a bachelor's degree in Accounting from St. Norbert College, is a Chartered Financial Analyst (CFA) charter holder and was elected President of the CFA Society Milwaukee Board in 2021. 

Steve HeidererSteve Heiderer, Senior Vice President & Chief Operating Officer | Guardian Credit Union 

Prior to his current role at Guardian Credit Union, Steve was a Compliance Officer and Vice President of Internal Audit/Compliance. He is now the Senior Vice President and Chief Operating Officer where he oversees branch operations, internal audit, regulatory compliance, legal, purchasing, and marketing for the credit union. 

He received his Doctor of Law (JD) from Marquette Law School and a Bachelor of Science (BS) in Criminal Justice from UW-Milwaukee. 

 

Tom TheuneTom Theune, Deputy Director | Office of Credit Unions

Tom currently serves as the Deputy Director for the Wisconsin Office of Credit Unions. Tom was born and raised in Sheboygan, Wisconsin and attended the University of Wisconsin-Milwaukee in their Stage Management Training Program. Tom relocated to Colorado in 1983 and was one of the first to earn the designation of Certified Credit Union Executive in that state. Tom attended Regis University in Denver for Finance and Computer Networking and spent 30 years in the credit union industry in various executive positions in operations, lending, information technology and as CEO of a mid-size credit union. Served on the Board of Directors of the Pikes Peak and Denver Chapter of Credit Unions and on the Board of Directors of Tri-CUE a Denver based CUSO specializing in IT services. Tom is in charge of training the State Examiners in the information technology field and developing the cybersecurity exam process for the state exam teams.
